He's mentioned in Childe's backstory dialogue as the one who gave him his delusion. So Scaramouche's speculation tells us that Jester sent Scaramouche on this mission, which is why we met him, and that he also knows about the 'False Sky', As to how he knows or why he did this...*shrug* need more Harbinger background.
