Hisoka likes to fight....so Gon and Killua are like potential strong fighters, Hisoka can fight them in the future when they mature and gain enough experience, its like raise a chicken for slaughter.....thats why Hisoka wont kill Gon till he is full ripe, that why he was making all those noisy.

An important detail that is not explained in the anime about the learning % of categories that do not belong your main one. Not only the potential is decreased, but even the efficiency and accuracy are decreased to the same % of the potential. For instance Gon potential as a transmuters and as an emitter is 80% of potential, but if he happen to attack a natural Emitter that is using only 80% of his potential, Gon attack would still lose because the power would be 80% but his aura wouldn't be as stable and efficient as the Emitter's. This is an important factor especially for a certain red-eye character. The referee was actually being considerate, Hisoka killed all his previous opponents and everybody knows it, Gon is a kid and he didn't want him to die. Even if he lowered his standard Gon had no chance to win anyway, so he just did the right thing.
