The numbering between the on screen titles and the audio are different, but it seems to me that the titles show the first two digits as the season (by premiere year, i.e. ‘69 for season 1 and ‘70 for season 2) and the last two digits as the episode number for that season. In the audio, it counts the overall number of episodes in the whole series.

The audio slates are from the original production of the series. In fact, the voice you hear is probably the original mixing engineer. The on-screen slates were added by Turner when they remastered the distribution dubs in 1992. They probably added the year because by that point, there were many, many different Scooby-Doo series.

September 17, 1992... that was actually two years before USA Network's rights to rerun these Scooby-Doo episodes had lapsed.
