Milk and bag (or leaves) should never meet. So if you are brewing the tea, in a mug with a bag, you remove the bag before adding milk. If you are brewing the tea in a pot, you can add the milk to the cup or mug before the tea (or after if you wish). Just tea that is brewing, should never be mixed with milk because it affects the brewing. However I'm not a total tea snob. If someone makes me a tea, and they mix both. I'll make a joke about it, but I wont refuse someone making me a brew. As long as it's not weak. Needs to brew a bit.
