When you use the smart tv adapter do you have to make an account or can you sign in with your google account?

If you have a TV that has "Google TV" or "Android TV" you actually don't need the Fire TV Stick. Just log into your Google account on the TV, go to the TV's app store, and search for the scoreboards. On the other hand, if you are using the Fire TV Stick, then log into your Amazon account on the Fire TV.
