I so wanted to take it off you and wind it more on the orange pipe. To all the posters or comments: There is NO glue on it - just sticks to itself with a little heat from your hands. You must stretch it whilst installing or it will not grip any surface.

Why the gluey part is used up? It should bond to itself and help prevent moisture in, Being up is expose to hand handling contamination.

3M recommends adhesive side out. This guy is doing it right. If it is to be in the sunlight, they also recommend putting at least 2 layers of 3M 33+ on top of the 23.
