Bosch CX is more powerful and more well proven. I'm not convinced with the Shimano system, there's reports of them cutting out on long climbs due to heat problems.

Sorry, you are wrong. Stanchion E-bike spec tubes are 36 OD with 34 internals and therefore have a thicker wall tube. In addition the crown area is beefier as well. GMBN covered all of the details of this fork. I've owned one and the competition from Rock Shox. It works.

what puts me off the e-bike stuff is the legalities and restrictions on the speed. My uncle has a de-restricted bike he built himself- it has 1000 watt motor and it was a right laugh, I was on his private land so normal legislation doesn't apply. but it was just so much fun. I can't think of a good reason why we should have these rules on e-bikes apply- its paternalism

They are restricted so they can be classified as regular bicycles and can be ridden everywhere as such. Above 250W assist power they are considered as mopeds so you need licence, insurance etc. - in Europe at least.
