I was a Touring Coach Driver for 30yrs from 1990, met people from all over the world and took them around Scotland on their hols., they loved our country, most of all how friendly we were, retired now but sadly the place is not the same, I'd hate to do a Glasgow City tour now as its a sHit tip, such a shame as I used to big it up to everyone on board.

Police actively targeting an area will artificially raise the crime statistics through officers detecting more crime and being more visible generating more reports. A proactive police area will always have a higher crime rate than somewhere that is not patrolled or police targeted.

It's not about detecting crime it's about preventing it and resolving it, who cares how high the rate is recorded at as long as crimes are solved, can't solve them if you don't know about them.
