For 90% of emergencies, the appropriate response is to shelter in your house, or bug in. You have home field advantage, all of your preps, if you prep, are with you and you are not limited to what you can carry on your back or at the very least in your vehicle. The moment you leave your house, or bug out, you are effectively a refugee, not a position you want to be in.
