The thing is… With the Lordly amount of training and loyalty you need to have in order to join the Foundation(if that’s even a thing), it’s just not as easy. It risks cross standards with normal people who’ve been raised to believe in something else other than what the SCP-Foundation currently believes. I’d imagine that they believe they’re just not worth babysitting people when they’re also trying to save them.

I feel like, although they like to advertise their streak of eliminating people who follow after them, this is one of the best ways for the foundation to recruit new talent. In being cleaver enough to figure out the discrepancies and resourceful enough to confront them even without knowing about the anomalous, these people would prove themselves to be capable of helping

In-universe, whoever devised this one was either a fringe lunatic, or an alchemical genius. Only a real basket case that psychotic could've turned something so sweet into something so deadly. What complicates this is the possible presence of "spiders" in the cocoa....I can only surmise they had some outside help. Maybe the factory? A subsidiary? Someone who specialized in arthropology? Regardless, this is well done.

Another commenter said that it could actually be the spider's eggs. Which makes sense to me - Spiders can get into the packets at factory, or at least lay their eggs inside,, eggs are activated by milk, person explodes, eggs hatch through explosion, the baby spiders enjoy a nipple on body parts an bone as their first meal (hence the missing body parts an bones) and then maybe the parent spiders inside the packet eat up the rest of the 'hot chocolate powder' and the packet itself!
