perhaps it's "can affect" the entire planet. a lot of SCPs could theoretically affect the whole world, such as audio or visual based ones, if they were put in a position to do so, such as through national television/radio or the internet, but can also be contained locally.

Localized because the Foundation has done what it must to keep it from spreading or (and this is the case here) each iteration only affects one area at a time. If left alone it might expand to the entire planet (in this case if everyone in different locations kept playing these games).

it's a tecnical definition, not a range one. the full formula is °K-class 'modification'-of-the-wolrd/reality/paradigm scenario the K generally stands for "it is dangerous and if we turn it off and it doesn't go back on his own, we have no idea how to fix it in a save way"

Youre thinking of XK scenarios. K-class scenarios are defined as (according to the glossary from the site) "K-Class Scenario - Hypothetical situations with drastic effects on normality or reality. The most well-known K-Class Event, the XK-Class Event, typically denotes a catastrophic event resulting in the destruction of human society, if not the entire human species." Based on this definition, the pretendo changing localized reality to suit whatever game is currently inserted would definitely be a K-class scenario
