There have been several studies, one on Spanish and Spanish/Boer crosses that showed there were no significant reduction in fecal egg count regardless of the different doses of DE that they were given which coincided with other studies and experiments.

If a goat goes through several owners over it's life and discovered when slaughtered it has the disease how do you know at which farm the disease was contracted?

The ID tag is for the farm the animal originated from, not the last owner. The farm ID is on the tag.

What they might be asking is if they pick it up from a different farm than they originated from
IMO The presenter does a nice job in this video presenting the information learned in Universities. However, if the truth were really known scrapie most likely comes from GMO processed animal feeds medications horomones and steroids used in commercial setups, the roundup and other extensive chemicals, fertilizers, herbicides, etc put down on the fields and run off with wind and water and tilling, and poor sheltering practices with exposures to climate conditions that are not in the region that animal is meant to dwell. The record keeping aspect is for the governments records not the farmer or rancher who already knows how to keep records of their animals. Nice presentation though. The following comment was my own opinion as well.

Scrapie is not a modern/new disease; it's well-documented that scrapie has been affecting sheep since at least the 1700s. For a good start, see Paul Brown's review of the history of TSE in the BMJ (Vol 317, p1688-92, free via pubmed PMID 9857129). In regard to the video, the speaker does a great job imho, very practical and clear.
