That wasnt Peter Cushing. It said the actors name and picture. That third one was not Peter Cushing, unless someones really good with makeup, and all that stuff.

Remember seeing this at the drive in theater when I was nine. Gave me the creeps.

I recall seeing this on the late show in the 1970s -- while it DOES have a truly creepy vibe the movie makes virtually no sense. It's as if the "creators" couldn't decide to make a mad scientist-horror film or an international paranoia-conspiracy film...so they made both. And I can't recall which, but either Cushing or Lee are in the movie for maybe 10 minutes total, almost a glorified cameo.
