Yes, in theory, a SM may not be a tech guy, just like a PM may not be a tech girl, but reality is that most of the companies that need, can afford to create and pay for those positions are in Tech and if a person in either one of those roles has little or no tech experience to understand many things in that environment, they will definitely struggle...
