The only example where you get the Villain to play and still be just as powerful or more so is Vergil from DMC5. You get the complete moveset he used against you and it's great.

In Star Wars the light side does have force lightning. It’s hard to explain but basically the light side can use it but it’s harder to obtain, a different color , and more powerful.

The light side in Star Wars does have a similar technique to Force Lightning. It's called Force Judgement. And it's not used in the same way Force Lightning to kill someone, but just to kinda stun them if I remember correctly.

Star wars explains it as the jedi have a balance between good and evil. Since more were good each one was weaker than the sith. Since there was less sith they were allowed more force power. Best explanation any series really has lol
