Keep in mind that all cylinders will undergo a change in their buoyancy characteristics during a dive as the gas that is contained inside of them is breathed. This means that you will always start the dive more negative, or sinking if you have no air in your BCD, then as the dive progresses you will become more positively buoyant as the tank becomes lighter because of the gas being breathed from it. The cylinder will be lighter at the end of the dive because it has less gas in it, and you will be more positively buoyant. If you performed the buoyancy check correctly, you will still not float. In this video I demonstrate how a full tank sinks while an empty one floats.

I do not understand how this is helpful when buoyancy is determined finally by water quality, salt or fresh water, body mass, dive suit thickness, materials used, as well as BC and tools, like fins and mask, etc. Eventually my sinking weight is totally different than just the difference between an empty and full tank. Isn't this rather confusing ?

A little miisleading. Steel tanks, for the most part, will be negatively buoyant when full AND at reserve pressures.

But they will still be lighter at the end of the dive. So you still need to compensate for the loss of weight of the air used. You could not demonstrate this in the same manor as in the video because both the empty and full steel tank would sink. But it could be demonstrated on a set of scales.
