How sequence variable and relid works here in relrec?

It is not mandatory to relate records based on --SEQ variables of parent domains. We can choose any appropriate variables like --SPID, --REFID, --GRPID, --LNKID, --LNKGRP as identifier variables.

I have one doubt, if only min is present and hour is not present do we capture this date?

ISO8601 technically allows to present only minutes in ISO date/time notation. Something like this (-----T-:13). At operational level- when collecting data- clinical sites may be instructed to not enter such kind of data and consider such time values as unknown, as such values do not have any significance in analysis and reporting.
