I would imagine since the first time one of the Japanese whaling ships had their propeller fouled in that manner, the next time the whaling fleet returned to Japan, they modified the vessels by installing cutters on the front of the propellers, so they couldn't be fouled again in the same manner.

I’m pretty sure they all have bulbous bows too, seems like it would be easier to foul by sending 2 fast boats, one on either side, with a chain running between them and just drive past. The chain would pull out from each boat and you could foul a prop, or even jam a rudder. If it was properly researched, they could put floats on the chain to allow the chain in between drop down to a depth that will allow it to go right into the prop. That’s what I’d be doing anyway.

in Japanese and the government had a brief time where it allowed research whaling for a couple of months I think but stopped. it was the first time in years.

At 2:30 and 3:51 you can see the superb maneuverability of the Japanese vessels. They're engineering marvels. Terrible that that use it for such a horrible purpose. What a ridiculous operation commercially hunting an endangered species is.

The small boat is trying to drop a top in the water in front of the big boat so that the rope gets stuck in the props. If they are successful, then the big boat has to remove the rope before it can continue whaling again. But, the small boat drivers are pretty incompetent. Earlier in the show, the guys on the small boats were trying to throw acid in glass bottles onto the bigger boats.
