In section 15( 2) explanation it is mentioned that "shall both the date be counted"..but said that these date shall be excluded....

Sir, you didn't speak about institution which too can be stayed by court apart from Execution of decree . For instance if (A) intends to institute a suit against X but the very court stays the institution of such suit by injunction for 2 months , (A) can't institute a suit until court withdraws their injunction and thereafter these 2 months taken by Court will be excluded in computing POL
