No, there must be substantial question of law. However in the exercise of its vast power, it may hear question of fact in exceptional cases, but this is exceptional

No matter, you are exparte or otherwise. High court m appeal 90 din aur dusre court m 30 k andar hota hai. Except you can prove that there are some extraordinary situation that can justify delay.

No, it is barred by limitation act, but if there exist a reasonable ground for delay then court may allow you under exception of limitation law

Kindly elaborate your concern, i couldn't get your point. There is limitation period for challenging any order and 30 year doesn't fall within limitation period. So, you can't challenge it whatsoever be the reason , not on any ground.
