If you plant more native/hardy plants that the deer love to eat around the exterior of your garden then they should go for that rather than your crops. As long as they don't get too hungry 😂 I read something about date trees being a deer deterrent too, but they do get really tall. I started three from some store bought dried dates with the paper towel method.

Oh and it's not exactly frugal, but it can save you so much time if you invest in a drip watering system with a timer. They have a bluetooth capable water timer at home depot for about 40 bucks. A roll of quarter inch line is about 11 bucks and you could just poke holes where you need it rather than using the drip attachments. It gives you more time for planting and harvesting and it's great in case you have a sick day and need to rest rather than get out and water.
