This is my second comment brother, I think I figured it out brother. The ECM is preventing the starter from turning your engine over. The PATS system passive anti theft is software in your ECM that will not allow for that engine to crank over unless the key with the chip and chip reader that was in the column of that car to connect. So what you need to do is gets the original chip key along with the ignition switch as well as the chip reader from the column of that car, or other wise the engine wont crank over. So you need three things from the crown vic, the chip key. ignition switch and chip reader that is close to the ignition switch from the crown vic to allow for that engine to turn over

Jesus Christ is the way for sure brother. Youre getting connection, but starter wont engage??? Im thinking about this. Even if the inertia switch is tripped on those they still crank over and even if the key doesnt have the chip in them they also still turn over, so that rules those things out. What about the solenoid on the starter itself brother?? Also theres something else crazy on the 4.6 ignitions and that is why are there two solenoids on them or is it just my 02 F150 truck that has two solenoids? Lets think about this, the ford f150 has a solenoid mounted to the firewall, but also has one mounted to the starter itself and I know this is normal because of seeing other Ford trucks with this. Now my other 4.6 in my 2005 lincoln town car, im not sure if it has two of them or not. Question? Have you turned the key on and then manually connected the starter solenoid with a screwdriver to possibly determine is the solenoid isnt getting an internal connection? Also lets try this, lets type in that year crown vic for 05 you have here at you tube and search for getting connection but starter wont turn engine over and see what we get. Or sometimes when I cant figure something out I just ask Jesus if he can let me know what it is, and the answer just comes to me

@@EarlGuyton425 Something I've not done yet is check the starter solenoid , I'll check that for shur. I do have the key and the column for the crown vic still so if I can't figure it out with out I can always go back to the original key. I'm convinced this is doable and I've got time so we'll just keep chippen way at it. I very much appreciate your suggestions and I'll definitely check, and if you think of anything else let me know. @@WoodiePaul Here are some things I do know. If the key chip and column mounted chip reader do not send signal to the ECM box the engine starter will never engage and turn the engine. Its because the PATS software in the ECM detects it as theft, so wont allow engine firing or starter connection. Love you brother. If the chipped key is close to the reader chip within an inch the ECM will then allow the engine to turn over and fire otherwise the PATS software would have to be removed from the ECM which would be the ford dealer
