Looks like the old restrooms from 100 years ago when they just had a metal burn trough under a bench as a toilet. Why there are 2 sides, male and female. They'd drag the trough out and burn it when full.

It's not a firewatch or a way station. This seriously looks like a bandit hide out ....a defensive position hidden but still defendable. The duplex is more defendable because that means if one section is under fire , the people in the far section won't be hit.
