Do you mean capital? Well the reason is basically that no former president ever commited capital treason and no one assumed there would ever be one, soo the law needs to be changed. And even though it is easy to find how the law should change: Anyone convicted of any crime and incarcerated looses special privileges. It is a process that will take a lot of time and 2 branches of government and the US supreme court to get passed. That is unfortunately also why the judge has not held him in contempt yet. He knows it will bring a crapstorm of problems with it.
