Robert Davi - Such a brill actor to have played Cortez, and also Sanchez in the James Bond film "Licence to Kill" opposite Timothy Dalton's 007. These two performances will always be a symbol of his great career

Robert Davi, who voiced Cortez in this game, would later voice Sosa in Scarface: The World is Yours. And he previously played Sanchez from the James Bond film Licence to Kill, so I guess he has a thing for Latin American drug lords.

One thing that I realized: In the game, Colonel Cortez looks like an average Latin American, but in the artwork he has native american traits.

Turns out that in some of the game files shows his enemy: the French are actually Shining Path rebels in the beta files. And Shining Path are a communist guerrilla and terrorist group from Peru and there’s the fact that Juan does have a very indigenous look to himself and that shows that he’s actually Andean and he therefore could be specifically Peruvian 🇵🇪. It also makes sense that he wanted stolen French missile chips and American tanks to innovate the Peruvian army faster and desperately of course to fight against the Shining Path. Also it makes sense that he would traffic drugs. Considering he also parodies Manuel Noriega of Panama. That the coca leaves used to create cocaine in the Colombian drug labs are grown from Peru and Bolivia. But especially Peru itself. Maybe Cortez lilies that he’s from Central America to keep a cover from the Americans. Also to avoid Tommy from knowing too much of the colonels operations. Maybe he’s fabricating to Tommy that the French are after him but in reality, it’s the shining path that are after him. He only angered the French for the missile technology, the Americans for the tanks. And shining path the most considering that he serves under the Peruvian government in eradicating the Maoist terror group of the country.
