since this video was posted, the UI has changed and I dont see a tool slot, I belieeeeve they just need to be in your inventory but I'm not positive, which is why I'm here watching this video lol

waddaya know 5 min later I found bolt cutters (in the trailer park btw!) and went back to the locked case and as long as its in your inventory it will open the case. Also, I read that the cases without the padlocks on them can be opened with just wire cutters, but I havent found any without padlocks on them

you can find them anywhere there is no specific location for loot in this game its very random
