I think the Starlights and Princess Kakyuu were all revived after Usagi defeated Chaos within the eternal cauldron. So, yeah. It's possible that Usagi used the silver millennium crystal to purify the cauldron and revived every fallen sailor guardian who lost their Star seeds during Galaxia and Chaos' crusade.

It's a pitty that in this movie Seiya does not have the same importance that it was given in the 90s series. Here, Seiya, at least in latin voice sounds like a woman being "a man" and his participation is scarce. I feel Zeiya was left behind compared to the antique series. :(
