What is the Self-Ratification Scheme?
Self Ratification Scheme allows exporters to completely avoid norms fixation procedures from the DGFT Norms Committee headquartered in Delhi.
Who are eligible to Apply for the Self-Ratification Scheme?
- An exporter who holds AEO Certificate
- An exporter who holds a 2-star export house status and has already submitted an AEO application is eligible to apply for the scheme.
How does the self-ratification scheme work?
The exporter needs to submit an application under this scheme along with a Certificate of Chartered Engineer confirming the Input Output Norms and wastage claimed in the self-declaration. Once the application is submitted, the DGFT grants Advance Authorization to the exporter without the need to approach Norms Committee for fixing the norms. The Input Output quantities and wastage component declared by the exporter in his self-declaration will be treated as final.
Why is the government emphasizing on this scheme?
It is observed that in-spite of having more than 3500 AEO Certificate holders; very few are using Self Ratification Scheme. And with the introduction of the new foreign trade policy, the Ministry of Commerce requests all the AEO Certificate holders and 2 Star Export House Certificate holders to make full use of Self Ratification Scheme in order to reduce transaction time and costs.
