If you have formative constructs, you may consider VB-SEM methods.

Yes. You can use it for both small and large sample size

I want to study the relation between air pollution and economic growth . I have 3 latent variables and 10 observed variables. Yearly wise data from 1970 to 2015 is available for all my target variables. Now have a problem and confuse that I can not apply CB SEM . kindly guide me .either I can use CB SEM or not for that available size of data?

Well, it depends. Generally, to be on the side of caution, it is recommended to have at least 300 to 500 samples for CB-SEM (covariance-based structural equation modeling). For VB-SEM (variance-based structural equation modeling), you can run the model with as few as 50 samples, although it may be challenging to convince others of its validity. This limited sample size restricts the generalizability of the findings. So, even for VB-SEM, it is advisable to strive for a sufficiently large sample size.
