Yes, getting backlinks is definitely one of the hardest parts of growing a website/blog. This tutorial shows how to find potential websites to reach out to. In the beginning it's hard to get backlinks as you might not have a lot to offer except for money. But once your site has more authority it will be easier to find link partnerships. One of the best ways to get links organically is to create a "linkable assets". This is a unique and very valuable blog post for example that websites WANT to link to.
