I spent 27 years in Army. I seen the waste time and time again. The procurement process is a complete failure. Personnel in charge of projects that they have no experience in. As an example to show what I mean. Artillery Officers ordering Infantry weapons systems. I personally experienced this. Millions had already been spent on what the Officer though was a good deal. Only to be told by us the weapon in no way was fit for task. He had to be sat down and have explained to him how the weapon was to carried, used and target types to be engaged. He then understood he was wrong and the correct weapon system was bought. Oh well million here million there. Who was that wanker who interrupted someone who was actually talking sense.

I remember talking with Blackhawk aircrew in Townsville who were on the panel with panel along with government public servants. The aircrew wanted to expand the Blackhawk fleet with updated models but the public servants overrode them and submitted the final report tonredlect the purchase of the now scrapped Taipans. Take out the public servants and listen to those who need and use the equipment.

If Australia came under attack tomorrow we would be up the creek without a paddle that's the truth of it all . The chances of our Navy being prepared before we need them is not possible even if spent a trillion dollars on it . the best option for Australia now is to prepare to defend ourselves from our own shore's . Even then it will be difficult to obtain the necessary weapons & munitions we require if needed within 5 years . It's time our youth learnt how to show respected for each other & what it means to be an Australian . There's a growing amount of youthful crimes being committed in this country & a lot of disrespect for who we are as a country. It's time for those of military age to have a mandatory 4 year stint in the Australian armed forces to teach them how to become respectful members of Australian society.

Sadly, she doesn't fully explore or possibly appreciate the major acquisition approval process (for weapons, aircraft etc). Defence recommends acquisition options to Government, the National Security Committee of Cabinet then select their preferred option. The NSCC does not necessarily accept Defence advice, many of the largest acquisition failures stem from NSCC not accepting the Defence preferred option (e.g. Collins, Seasprite, Taipan & Tiger etc). Of course there are also other factors, industry overstating their capacity and competency to deliver on schedule many of these sophisticated programs and the ability of Defence to define exactly what it is it wants nor adequately estimating the true costs of high risk developmental programs ultimately selected by NSCC .
