If you have control of his right arm with both of your arms, wouldn't it be easier to continue to Ippon Seo Nagi instead, especially if your uke is likely to be leaning forward.

That is definitely a viable option. I generally use this one when people are very wary of the seoinage and are leaning away from that direction. Or side stepping with your rotation. Another reason is that I don’t like seoinage as a first choice, since if you fail there is a lot more risk when you turn your back to someone so I’d rather go for other possibilities first.
