It is on2, but on2 is of course neither slower nor faster than on1. They are exactly on beat but may seem slow because their timing is very precise, so they are able to maximize the amount of time they spend on each stylistic element ("milk it"), while still looking totally relaxed and natural. You can freeze this video anywhere and you have a perfect little gem of a dance photo (and for amusement, check out the standard Nery Garcia pose and gaze at 3:35). BTW, I see people in the background dancing on1 as well as on 2 and keeping the beat--they are just not world class like Serena and Nery.
