tbh there's no reason not to spam bread if the map lets you get away with it. for economy, it's simply the best/most efficient tactic overall. the only way to avoid this is to either make a rule that people can't use bread as their economy (unlikely) or to play on a map where farmland is more limited and there's an abundance of other resources (they could try this and it might be more interesting, like a map with little farmland but a lot of iron or pitch, for example).
