Yes.. can be.. if you add bulbs in series, it increases overall resistance and consequently current in series decreases... Bulbs work on the heating effect. Decrease in current will lower the heating effect. If you put large number of bulbs in series such that current is low then it will not be possible to make the bulb glow.. the filamant will not attain high temperature where it can glow.
