It does not go against the teachings of the Bible. He isn't blessing them in the sacrament of marriage. He is not addressing them as if they are men or women. Blessing are also imparted at every communion line, even if the person is not taking the Eucharist. There was no need to have a special document, if the person merely wanted a blessing. A priest would not give us a Catholic wedding because we were still in the process of getting government paperwork in order.
