It's true. ISPs don't know what data is being served, but they do know which server from which country served it, and to which user to which country it was served to. But, you know, as long as HTTPS is on they don't know what data is being served so you can't be proven guilty of anything. Unless the website serves only one type of content. Obviously if you go to a porn site they know you're gonna be watching porn.

P2P is usually not encrypted and even though torrents can use encryption it's apparently not really good encryption and it's not good at doing anything more than avoiding traffic shaping. And ISPs can tell you're using P2P because you're connecting to random people and sending loads of data. ISPs usually don't act on it until the copyright holder starts looking for people who are pirating their stuff. Then they give all the data they need. But of course, if you're using a VPN then your ISP doesn't know what you're downloading or what your PC is connecting to. If your VPN has shared IPs like mine is, and if they don't keep logs, then not even your VPN knows what you're doing. And even then, if you're using the right VPN they might still be more trustworthy than your ISP. Keyword "might". You should not trust a VPN that keeps logs of any sort, and if they don't say whether they do, they probably do keep logs and might hand them over to whoever asks. Choosing VPNs is hard.
