Firstly how's it *anybody* getting arrested let alone "criminals" as in most cases they were just removed from the store as it was scripted/staged for the show so they couldn't call cops. Secondly, a person isn't a criminal just because they get arrested. A criminal is somebody who actually committed the crime and is charged. Public order isn't an actual crime per say , hence it been public order offences and not criminal. It was well known around the D that if were stuck for few bucks you could goto AJL cause a scene and get paid, or if you actually had something to pawn/sell and caused a scene, you got a better deal.
