Can DataFlow be used for an initial load of Spanner into BigQuery, then setup the CDC Pipeline for future changes?

On the Google Cloud Console, in Dataflow section, templates for implementing Change Streams pipelines to BigQuery and Cloud Storage are available but no templates for pub/sub. Any information whether templates for Change Streams pipelines to pub/sub will be available in near future.

Can change stream be used for pubsub to cloud function? or it is not make application decoupled?

It seems like this feature is not actually public yet? I don’t see the updated cloud console or docs yet.
