What's the interface from the PC to board? For example the Microchip's Smartfusion2 FPGA uses a "FlashPro" JTAG adapter and OpenOCD. To debug an elf file using a GDB client in SoftConsole, an fpserver is run (presumably for the jtag adapter), in addition to the OpenOCD server.
