@@Snow-df3jh i downloaded a previous version of it, it solved my issue. apparently the college pays for the license in our case.

hey need some help please !! i'm using tiva c it's texas instruments and i'm using linux as OS and have already installed KEIL but i get a problem that i have installed all the libraries in the (PACK installer ) but unfortunately in (Device Database) i only find STMicrocontroller so i can't create project please help me to add texas instruments to (device database) i'm using last version of keil

I guess you are not using the pure eval version or a standard product license. Have you installed a license for STM32L0?
