what glue do you use to put gem on CD bag?

You might want to use a small short chain for a wristlet style on the CD bag? So it doesn’t flip.

I tried this with different D-rings and the bag flips over backwards. Are these steady D-rings and prevent that? Or do you know of any steady D-rings to help prevent that? Thanks!
