There’s a small window between holding down and pressing up that you can input an attack. Moke was holding up during the 5LK before canceling into SBK.

you can hold down, go to neutral, press lk, then press up+lk and the SBK will come out... the neutral window is small though, gotta have the timing

So Moke never goes for the lv.3 damage, always lv.2 and oki. I'm definitely going to try that too.
