Recently got into this series and was wondering, how populated is sbol now? Or is it more of a single player experience? I understand this is an attempt at a revival of the online game

The SBOL revival project doesn't have many people online. Sometimes there will be a meet with a few players but those are few and far between.

Yeah, it got updated to have test rivals a few weeks ago. The server should still be playable with IPV4.
