It's to encourage parents back into the work force, not to have more kids. Have you seen the cost of sending a child to nursery full-time? It can be anything from 15k-20k a year meaning one parent will normally quit their job to look after their kid full-time until their old enough to go to school. This is a good policy

All this does is creates a culture of self-entitled, no responsibility "it's the governments problem" attitude which is then inherited by the children and leads to youth crime and a lack of respect for wider society. It's not sustainable, it's just another woeful attempt politicians are using to try and get cash flow. Same thing goes for free school meals, child benefits, free bus travel etc... It is the parents job to provide for their children and to teach them the value of money. When parents aren't paying, what do they care how their child behaves out side of the home? In school? On public transport? For example, what do they care where their child throws their litter or causes a public nuisance on the bus? Oh well, it's not their problem or fault is it? It's the schools fault, somebody elses fault! They don't seem teach their children to value and respect the services that they are receiving FOR FREE so why should the rest of society be expected to pay for it?!
