Britain’s naval dominance was challenged towards the end of the 19th century. Germany initiated a massive and ambitious ship-building programme. Britain’s response was a series of Navy Laws designed to increase naval strength.

Yes, it broadly doubled during the period of the war and then reduced in size afterwards.
