“loudest lay” in the first stanza. What does that mean?

A “lay” is a song. So, the bird who sings the loudest (to call other birds to the funeral). There is some debate on whether the loud bird is supposed to be identifiable as a specific bird or if it’s literally just the loudest bird. The tree it’s in has literary connections to the Phoenix.
