this actually mean that those characters with their constellations as themselves are overseers. these are currently Venti (Carmen Dei), Zhongli (Lapis Dei), Ei (Imperatrix Umbrosa), Nahida (Sapientia Oromasdis), Furina (Animula Choragi), Neuvillette (Leviathan Judicator), and Wanderer (Peregrinus)

many people mistake his costelation to that of og hydro dragon soverign but they forget that kokomi has it as she is the reincarnation of that dragon (possibly also tangled with a possible vishap lineage) neuvilette's constelation is likely representing of a different great dragon-like creature with connection to hydro , i heavly doubt its the same creatre as that which beidou has slain tho

kokomi constellation is a reference to an ancient strategist and because her blood came from enkanomiya who has part of visharp in her lineage, it is different from neuvillete who created a constellation to write her own destiny

Kokomi has nothing to do with Vishap, her constellation is after a famous strategist, who they dubbed the sleeping dragon. She is a child of Orobashi, a serpent god. Neuvillette is a vishap.
