He had Fluorosis: a condition from overexposure of fluoride at a young age....most likely water from a well. If you do your research you will notice that in Kenya people that live in a particular village or area all have these conditions. The teeth are not rotten or dirty, they probably have the cleanest teeth and oral hygiene- they're just stained by the fluoride. He probably has veneers.
