It's more so Shanks recognized the danger Blackbeard poses to the world hence why Buggy in more recent chapters would be named the new 4th emperor as Luffy needs the support he can get . As do keep in mind since both Shanks and Buggy see Luffy as a friend who'd need to be protected from a danger like Blackbeard who got ace and whitebeard killed in cold blood in the first place, they'd wanna help their friend. As two opponents that'd be among Luffy's final battles towards finding the One piece would be Blackbeard and the world government aka the Marines responsible for Ace's demise specifically Akinau and anyone who stood by not to voice a single opinion on how punishing a man for being the son of the pirate king and somehow being blamed for being held in as a baby by his biological mother when Ace was only a baby, any parent would insure their child is safe. The Marines are on the wrong side of history post Roger's death and they'll pay for it when Luffy faces them again as they're no better than Blackbeard.
